NOTICE OF RACE 2011

The organising authority is the Port of Fowey Race Organising Committee (POFROC), an unaffiliated body owned and controlled by the Royal Fowey Yacht Club (RFYC) and Fowey Gallants Sailing Club (FGSC).
1. Rules 1.1 Racing will be governed by the rules as defined in the Racing Rules of Sailing. 1.2 The Fowey Harbour Byelaws and Notices to Mariners published by the Fowey Harbour Commissioners
(FHC) apply within the harbour (The Byelaws are available from FHC) Boats failing to observe these rules or obey verbal instructions from safety boats or FHC staff will be disqualified without a hearing.
1.3 Racing rules 26 starting races, 27 starting signals, 29 recall signals, 32 shortening course, 33 change of course, 35 time limits and 40 personal flotation devices are subject to change. The changes will appear in full in the sailing instructions. The sailing instructions may also change other racing rules.
1.4 The IRC Rules 2011 Parts A, B and C shall apply.
2. Eligibility and Entry Racing is open to boats of the classes listed below with their class flags:
1 (IRC) 3 (PYS) 1 & 3 (Combined) T F K FR All boats in Class 1 (IRC) shall submit a copy of their current Rating Certificate with their entry.
Cruiser handicap class IRC from 0.864 to 1.167 (inclusive) Cruiser handicap class PYS 935 to 1168 (inclusive) Cruiser Handicap class PYS 820 to 1168 (inclusive) Troy class keel boat
Dinghy handicap class up to and including PYS 1169 Dinghy handicap class PYS 1170 and above Fowey River class dinghy
2.1 Identification. Sail numbers are compulsory and shall be the same as on the entry form. Cruisers shall fly the appropriate class flag.
2.2 Personal Flotation Devices. In addition to rules 1.2 and 40, personal flotation devices shall be worn by all Troy and Dinghy competitors whilst racing. See sailing instructions.
2.3 Alternative means of propulsion. All boats shall have an effective alternative means of propulsion for safety purposes.
2.4 Special Conditions for Cruisers 2.4.1 Cruisers shall comply with ISAF Offshore Special Regulations for Category 4 Monohulls. 2.4.2 Cruisers shall be registered with the MCA Voluntary Safety Identification Scheme. (CG66) 2.4.3 Use of the SEA Check Service offered by the RNLI is recommended.
3. Registration 3.1 Entry for the events listed in the Sailing Calendar and organised by POFROC shall be by completion of
the Entry Form, the Handicap Form where appropriate, and payment of the relevant fee. 3.2 Details of the other races and series not organised by POFROC are given in the Sailing Calendar. These
will have different entry requirements and sailing instructions.
4. Fees The fees payable are specified on the entry form.
5. Race Officer Duty. 5.1 POFROC publishes a Race Officer Rota and the nominated person, plus one or two competent members of
his/her crew*, shall undertake Race Officer duties, either ashore or afloat, on the date specified. If unable to attend on that date it is the responsibility of the nominated person to arrange a swap with another nominated skipper from the same class and notify the RFYC office on 01726 833573 or email honsec@rfyc-fowey.org.uk.
5.2 On the day of the duty, if the Race Officer’s boat does not race, the boat will be awarded its average points for all the races in the series (except the day of the race duty) taken to the nearest two decimal places.
5.3 If the boat races with an alternative crew it will be awarded the points scored in that race. 5.4 If a race is postponed or abandoned and not rescheduled, no points will be scored. 5.5 If the nominated person(s) fail to carry out their duty the boat will be awarded DNC (non discardable).
* A person who normally sails a single-handed boat is not required to provide an additional person for the duty.
6. Schedule 6.1 The Sailing Calendar is published on a card available from RFYC and FGSC and on the website of both
clubs. It is also in the Sailing Instructions. 6.1 Details of race series, start times and time limits are given in the Schedule of Race Series in the Sailing
Instructions.
7. Sailing Instructions 7.1 Sailing Instructions will be issued on acceptance of a valid entry and no boat shall race until its entry has
been accepted. 7.2 Supplementary Sailing Instructions for Coastal and Channel races for Cruisers are available from RFYC
and on their website.
8. Penalty System The Exoneration Penalty, Advisory Hearing and RYA Arbitration of the RYA Rules Disputes Procedures will be available. See official notice board at RFYC for details.
9. Scoring 9.1 For all series, (except as in 9.2 below or as otherwise specified), the number of races to count for the
series will be calculated as two thirds the number of races actually held, any fractions being rounded up to
the next whole number. 9.2 For the Cruisers Short Races Series the number of races to count will be half the number of races actually
held, any fractions being rounded up to the next whole number.
10. Disclaimer of Liability Competitors participate in the Port of Fowey Racing entirely at their own risk. See rule 4, Decision to
Race. The joint organising authorities will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after any race.
11. Insurance Each participating boat shall be insured with valid third-party liability insurance with a minimum cover of £2,000,000 per event or the equivalent.
